Why there is no compliance

First a few facts… at times during the week, Lantana Airport may have a much as two and a half times more flight operations than PBI in an area one quarter the size.

During the fifteen year presence of helicopters at Lantana Airport, at no time did the County ever approve helicopter flight training over ANY populated areas around the airport.

In the mid 90’s when helicopter schools applied for tenancy on the airport, the County Commission recognizing the clear threat to the neighboring communities, formalized its intent to protect the public by authorizing and publishing NOISE ABATEMENT PROCEDURES issued through its DOA (Department of Airports).

It is clear the County Commission had anticipated ‘a good faith effort’ and compliance from helicopter training school tenants. But during the past decade and more specifically the past FIVE YEARS, the DOA (Department of Airports) failed to gain any compliance to these relief measures.

By December 2004, after years of non compliance with these PROCEDURES by training schools; the County intentionally added airport boundary definitions to the PROCEDURES to beef up its efforts to gain compliance and once again confined training operations to that area above the boundaries of the airport.

Lantana, Atlantis, Lanier Park, Lake Osborne, Floral Park, High Ridge Road, Pine Street, everybody... this is the beginning of a sustained effort to force airport tenants, helicopter training schools, instructors, students and pilots to comply with the County Commission's NOISE ABATEMENT PROCEDURES that were put in place nearly a decade ago (updated in 2005 as well) to protect our communities from further harm due to reptitive training operations over our heads.

PETITIONS will be available for signing between 11 AM and 3 PM Saturday April 24th, at the circled (in red) location above ...right on Lake Osborne Drive. We are hoping that parking will not be necessary and residents can just drive up, read and sign. We will update as necessary as the day draws near.

Every resident knows BOAT PIX N220DM caught here on camera buzzing a home at 100 feet MSL (mean sea level) ie about 30 feet above the pine tree he flew over to get to the home. Buzzing homes, marinas, restaurants and businesses at half that altitude are documented througout the area.

How could it be that for five years, the public living around Lantana Airport didn't know about this document which makes it abundantly clear that helicopters that fly over their communities repeatedly... are not even supposed to be there (Sheriff excepted) according to this Palm Beach County Commission document unearthed earlier this year by LWM.

According to the PBCo Department of Airports, 'there was no need to distribute or publish it on their NOISE ABATEMENT WEBSITE for public viewing since it was only important for pilots to see it.' And of course these are the same pilots that have thumbed their noses at these Procedures for five years and counting.

Recently, a request to post these Procedures on the County's NOISE ABATEMENT SITE was made so the public could see for the first time where the helicopters were supposed to be flying. A DOA (Department of Airports) noise abatement rep declined the request saying "...submit that request in writing and we'll consider it."
