Ban on Lake Worth Media continues...

When city manager Susan Stanton blocked city computers from visiting LWM, no one knew what would be next. This kind of censorship is more common in dictatorships and communist regimes than coming from a local government where the city manager fires most of code enforcement because she doesn't want "a police state," says she encourages opposing points of view and believes in open and transparent government.



Showing partiality, discrimination or prejudice in applying web blocks during an election where one candidate's site is blocked by the city manager ...while leaving his opponent's sites open to city employees... is an ethical violation of the International city managers association of which Stanton claims to be a member.

Tenet 7 of the Internation city manager's association:

"Refrain from all political activities which undermine public confidence in professional administrators. Refrain from participation in the election of the members of the employing legislative body."

In an email to a resident, the city manager said: "As a member of the International City
Manager's Association I have an obligation to refrain from all political activities which undermine public confidence in the city. My direction is to re-engineer the way we are doing things ...and how we communicate as a community."

She certainly has re-engineered how we are doing things and communicating. BEFORE she got hired she said that her "abililty to effectively communicate with City residents is heavily dependent on good relations with the media." Yet, as soon as she took office and without the slightest provocation, she targeted LWM by fabricating problems such as LWM "sticking the camera in people's faces and disrupting meetings." She then justified the imposition of new media rules that reduced the effectiveness of video coverage.

When a reporter asked Stanton about LWM, she called a factual and fully documented report concerning Mr Reyes... "a rumor" and went on to heap scorn on LWM by saying to the reporter, "I never confuse blogs with news." She even said to a commissioner (Suzanne Mulvehill) that the gag order on Mr Reyes "wasn't a gag order" but later told another commissioner (Retha Lowe) that it was "a gag order." She says she doesn't doesn't want "a police state" yet she selectively censors information reaching employees in such as way as to give advantage to the political rivals of one candidate who she doesn't like. About 4 years ago Police Chief Smith and I met in his office. He asked me the feasability of blocking Jim Stafford's website, lakeworthlessutilities.com. It had been discovered that police officers from the City were posting comments there on City time. These comments concerned negative aspects of administration in the City.

From an IT perspective this could be accomplished in seconds. We discussed other issues:

1. This would not stop officers from posting. They could do it from home or other computers not passing through the City firewall.
2. It would appear as though we had something to hide or that these comments were being taken seriously.
3. Censorship was not an effective means of solving the problem.
4. I felt we should get City Manager permission because this would affect all employees in the City. We could have isolated to the Police Dept but this was dismissed quickly.

By the end of our meeting we decided this would be a futile attempt and that no action would be the best action. As time went on we were proven correct and the issue died on its own.

You should be congratulated that the City administration finds your website so threatening. Word will spread quickly and even more employees will want to know what's here.

As far as the election is concerned, unless the City has instituted stricter personal use policies for the computers since I have left there could be issues concerning employees who are Lake Worth residents. Under City Manager Paul Boyer, personal use was not restricted during personal time. This was quite intention and purposefully left our of computer policies and that fact was published to all employees by e-mail.

I have no knowledge of any election laws but I am sure a few well placed phone calls to certain State offices could get you the correct information.

Dear Mr. Coakley:

First of all, I need to thank you for taking a stand on the unfortunate abuse and injustice against Mr. Howard Jordan my brother Andres Reyes.

You are totally correct in all comments written in your website in how few management officials at Lake Worth are misbehaving.

All of your comments are very appropriate because they reflect the truth and justice on which this nation is based on. The pictorial analogies you have placed in this article are totally appropriate as well. In reality, these few people are acting no different from a street gang. The difference is that this few people in management are covered by power and the titles given by the people of Lake Worth.

The American People should be alerted of what it is happening in your city so that the country as a whole support you in weeding out this malignancy from Lake Worth.

Only one candidate out of 7 speaks out, where are the rest? Where are the Commissioners on this? How long has your website been banned? The videos on this site got a lot of things moving when nothing else worked and Stanton is fearful of that. She can't validate herself in the face of any criticism and so she wants to eliminate it. When she spoke to our employee group as "when I was Steve" and then explains what she is going to do "now that I'm Susan" she totally creeped everyone out.

The ban is a bad mistake in judgment and just makes her look vengeful because now she violated ethics rules not to mention has opened herself and the city to legal action, and all because she got mad because employees wanted to know what's going on. She is a control freak.

I agree that this block is clearly a violation of this ethics rule.

If she blocked all political websites and blogs, this would not be an issue, but to target one candidate discriminately is unjust.

She must think that she's invincible, and I can't believe that the commissioners are letting her get away with this.

I use to think that liberals were all for freedom of speech, but I guess not when they're in power.

Although I must admit, Lake Worth is looking less and less like an American country but rather something from the Third World, I had no idea that it was becoming so suppressed. This is still America whether Lake Worth government believes it or wants it.

Also, if anyone on the Commission has spoken out about this act and has stood up for First Amendment rights, I haven't heard about it and I don't believe Bill Coakley has either.

You are not The Media just because you put that word in your website domain name. You are a political entity, as evidenced by the "Political advertisement paid for and approved by William Coakley for Mayor" signature at the end of every blog post. How does impugning a sitting City Manager, with graphics made in poor taste, help you if you intend to work with her in the future?

Shouldn't you be attacking the Incumbent? What policies and vision do you have that is superior to the current mayorand your other opponents?
