PETITION TO END UNNEIGHBORLY FLIGHT OPERATIONS



PETITION TO: END UNNEIGHBORLY FLIGHT OPERATIONS AT LANTANA AIRPORT

WHEREAS: Noise Abatement Guidelines, Recommendations and Procedures for aircraft at Lantana Airport (preceding 2005) and THE NOISE ABATEMENT PROCEDURES (2005) were authorized and published by the Palm Beach County Commission to provide relief to the residents of the Noise Sensitive Neighborhoods around Lantana Airport from repetitive helicopter training operations and activities of fixed wing aircraft that ignore the intended use of the Noise Abatement Runway.

WHEREAS: The authorization and publication of these NOISE ABATEMENT PROCEDURES by the Palm Beach County Commission is recognition by the Commission that helicopter training flights and fixed wing aircraft flights that are not adhering to the NOISE ABATEMENT PROCEDURES, are harmful and detrimental to the peaceful enjoyment property, to property values; the quality of life, and pose a risk to public safety, as outlined in a letter from the Department of Airports to the Federal Aviation Administration.

WHEREAS: The records of the Department of Airports of correspondence from residents of the Noise Sensitive Neighborhoods and of correspondence and telephone calls to and from tenants of Lantana Airport, records of meetings of the Palm Beach County Citizens’ Committee on Airport Noise, records of the Airports and Aviation Advisory Board, and any simple observance of operations at Lantana Airport for a few days would make it clear …the Noise Abatement Procedures are being flagrantly and systematically ignored by tenants, operators, pilots, instructors and students at Lantana Airport.

THEREFORE, THE SIGNERS OF THIS PETITION HEREBY:

DEMAND RELIEF FROM ABUSIVE, INTRUSIVE, DISTRUPTIVE AND DANGEROUS OPERATIONS OF AIRCRAFT OVER THEIR HEADS,

DEMAND THE PALM BEACH COUNTY COMMISSION BRING SUCH OPERATIONS TO A HALT IMMEDIATELY,

AND DEMAND THAT SUCH RELIEF INCLUDE, BUT NOT BE LIMITED TO:

A. THE SUSPENSION OF ALL HELICOPTER TRAINING OPERATIONS AT LANTANA AIRPORT UNTIL SUCH TIME AS PROPER STUDIES ARE MADE THAT WOULD PROVIDE PROPER RELIEF FOR THE NEIGHBORHOODS IN THE EVENT OF FUTURE HELICOPTER TRAINING OPERATIONS THERE,

B. SEVERING TENANT CONTRACTS OF OPERATORS OF AIRCRAFT AT LANTANA AIRPORT THAT ARE FOUND TO BE ABUSING THEIR PRIVILEGES BY BEING UNNEIGHBORLY,

C. PROHIBIT USE OF LANTANA AIRPORT BY OPERATORS OF AIRCRAFT THAT ARE FOUND TO BE ABUSING THEIR PRIVILEGES BY FLYING UNNEIGHBORLY,

D. OR CLOSE ALL FLIGHT OPERATIONS AT LANTANA AIRPORT UNTIL SUCH TIME AS THIS PROBLEM CAN BE PERMANENTLY RESOLVED.

PETITIONERS HAVE ALREADY HEARD EVERY POSSIBLE EXCUSE WHY THE HELICOPTER OPERATORS CAN DO WHATEVER THEY WANT AND THE DEPARTMENT OF AIRPORTS IS POWERLESS. PETITIONERS ARE TIRED OF SITTING QUITELY BY WHILE A HELICOPTER TRAINING INDUSTRY TREATS THE COMMUNITIES SURROUNDING LANTANA AIRPORT AS HELICOPTER TRAINING CLASSROOMS.
